Having been responsible for these types of submissions, I cannot imagine how these documents were considered current and appropriate for the current application. Even if their content remains unchanged - I believe documents of this nature should (1) be in the language of the reviewing agency [Inuit-English] and (2) be updated at least annually. Is this mere oversight and inexperience OR it is lax oversight on behalf of a government agency?

NIRB Decision Report/Project Summary and Spill Plans - GSC's East Arctic Seismic program
On May 21st a decision report was prepared and distributed in relation to the Geological Survey of Canada's application to do marine seismic testing in the Eastern Arctic. I have located the relevant documents including the Decision Report, the Project Summary, and two Spill Plans. Noteworthy from my perspective is the spill plans have some interesting attributes (1) one is fully in German and Issued 1995 and (2) the other was last updated in 2004.
