SO, Which is it, Wrong doing or NO Wrong doing?

In the recent case of Angelo Mozilo and CountryWide, Mr. Mozilo was fined $67M but was not required to admit to wrong doing.


Today, less than 48 hours later, BAC is being made to swallow 'bad' mortgages.


So, was there wrong doing or NO wrong doing?  Seems like the American government believes that BOTH is true! Say What?!
