Retention Bonuses could lead to terminations?

Global Television tonight had a piece on AIG. Obama talking about the deplorable behaviour. And yet it was Barney Frank who said "... we might not be able to stop the bonuses, but we can sure fire some people." To which Eric Sorenesen Global Washington Correspondent quipped with an interesting irony where monies intended to be retention bonuses, have become the avenue to get rid of some people.
