FINAL TERMS OF REFERENCE FOR SHELL CANADA LIMITED’S PROPOSED
QUEST CARBON CAPTURE AND STORAGE PROJECTENVIRONMENTAL IMPACT ASSESSMENTALBERTA ENVIRONMENT
On November 2, 2010, Alberta Environment issued final Terms of Reference for theEnvironmental Impact Assessment report for Shell Canada Limited (Shell)’s proposed QuestCarbon Capture and Storage (CCS) Project (the Project). Shell proposes to construct and operatethe Project in the Alberta Industrial Heartland region of the province, northeast of the City ofEdmonton. The Project will include the following components: capture, transport (pipeline)and storage infrastructure. Provincial EIA is only required for the storage component of this proposed project.The Project capture site will be located at the Scotford Upgrader located at Townships 55 &56, Range 21, W4M, in the County of Strathcona. Up to 1.2 million tonnes of carbon dioxide(CO2) per year would be captured from the existing Scotford Upgrader. The CO2 would then betransported by pipeline to injection wells north of Shell Scotford and stored permanently morethan two km below surface under thick layers of impermeable geological formations in theBasal Cambrian Sands. The approximate total length of the pipeline is 90 km following adjacentexisting rights-of-way as much as practical. The pipeline routing would proceed east from theUpgrader and then north to cross the North Saskatchewan River and then northwesterly to the end of the pipeline in the County of Thorhild, Township 60, Range 21, W4M. The Project isexpected to begin CO2 capture and storage in 2015.
