It's Illegal and Contraband, but OK for the US Gov't to sell?

I don't get this. The use of certain classified animal skin and products in consumer goods for sale is illegal.  If the government seizes these materials and/or products, they offer them for sale - by auction - and at sometimes ridiculously low prices compared to market prices. And those people that are buying multiple thousand dollar handbags do not likely need several of them, so it is probably reasonable to assume that they will resell them for a profit.  So it is illegal but somehow made legal through a government sale?  What's next, illicit drug seizures are going to be also offered for sale?  This makes no sense to me.  The trade in these animal skins and products is illegal, around the globe under a variety of international agreements.  And yet with this process, they still end up on the street, and satisfying the demand.
